How will the 2008 elections impact healthcare – locally and nationally?

As the 2008 election approaches, healthcare continues to be a hot topic among campaigners and constituents. In fact, according to a December 2007 poll by the Kaiser Family Foundation, healthcare ranks second as the issue voters want policymakers to address most.

That's why we addressed The Election Impact at a CIGNA-HealthPartners Broker Event on September 11, 2008. A full ticket of guest speakers shared their perspectives on the current political landscape and potential impact of proposed platforms as it relates to healthcare.

Featured Speaker Biographies

G. William Hoagland

Vice President Public Policy, CIGNA

Prior to joining CIGNA in 2007, Mr. Hoagland dedicated 33 years of service to the federal government, 25 of those years as a staff member in the U.S. Senate. Most recently, he was the Director of Budget and Appropriations, Office of Senate Majority Leader, Bill Frist, M.D. (R-TN). In this role, he served as a liaison to the leadership of the U.S. Senate and House of Representatives. He assisted in evaluating the fiscal impact of major legislation and helped to coordinate budget policy for the Senate leadership. In his current position, Mr. Hoagland works closely with CIGNA business leaders, trade associations, business coalitions, and interest groups to develop CIGNA policy particularly on health care reform issues at both the federal and state levels.

Geoff Bartsh
Director of Government Relations, HealthPartners

Mr. Bartsh is responsible for the development and implementation of HealthPartners public policy agenda. He is a chief representative and lobbyist for the organization with legislators, regulators, policy-makers and other community partners. Prior to joining HealthPartners, Mr. Bartsh served as political associate for the Minnesota Business Partnership, a business association representing 100 of Minnesota's largest corporations. Mr. Bartsh is the current President of the Minnesota Governmental Relations Council, a non-profit trade organization for government relations professionals. He is an active member of policy development committees for the Minnesota Chamber of Commerce, Minnesota Business Partnership and the Minnesota Council of Health Plans.

Bill Blazar
Senior Vice President of Public Affairs and Business Development, Minnesota Chamber of Commerce

Mr. Blazar is responsible for the Chamber's public affairs program, including policy development, lobbying and elections. He also manages Grow Minnesota!, the Chamber's business retention and expansion program. He is a past member and chair of the board of the Minnesota Government Relations Council. Prior to joining the Chamber, he was Manager of Government Affairs for Target Corporation from 1987 to 1992. Before working for Target, Blazar was a freelance public policy analyst, specializing in state and local fiscal policy, economic development and telecommunications.
